BALER TRAVEL RRQUIREMENTS FOR TOURISTS AND VISITORS TRAVELING TO AURORA

Planning a trip to Aurora this new normal 2022? What are the travel requirements when visiting Baler? Here are the latest Aurora Province & Baler travel requirements, entry protocols, and travel guidelines for tourists and visitors.


Baler is best known as one of the top surfing spots in the Philippines and the "birthplace of surfing" in the country. But more to that, it is also home to many tourist spots and natural attractions that are ideal for families or group of friends looking a quick weekend getaway. As of March 1, 2022 the province of Aurora is under Alert Level 1 Quarantine Classification until March 15, 2022.

Baler and Aurora Province are open for tourism and leisure travels. Check out the latest Baler & Aurora travel requirements and entry protocols for tourists and visitors traveling to Aurora.

Who are allowed to enter Aurora Province?


  • Tourists coming from areas classified under General Community Quarantine (GCQ) Without Heightened Restrictions, Modified General Community Quarantine (MGCQ), Alert Levels 1 and 2.
  • Travelers aged 5 to 65 years old are allowed. Minors who are below 5 years old and individuals older than 65 years old are not allowed.

S-PASS TCP APPLICATION STEPS


  1. Visit https://s-pass.ph/
  2. Register an account and login
  3. Click "Apply Permit" then select your place of origin and destination. Scroll down and click "Apply Travel Coordination Permit (TCP)".
  4. Choose "Local Tourist" under Type of Traveller. Fill up all the required fields and click "Proceed".
  5. Upload the following documents:
  6. Once approved, print or take a screeshot of your approved application with QR code.

Aurora General Policies on Accepting Tourists

As of November 15, 2021 (Executive Order 2021-0041 Series of 2021)
  • Tourists with Vaccination Certificate (downloadable at vaxcert.doh.gov.ph) shall be allowed entry. For children ages below 12 years old who are touring with their parents, a Medical Certificate from a reputable health institution shall be presented indicating that the child/children is/are physically fit, in good medical condition and has no history of Covid19 signs and symptoms during the last 14 days.
  • The LGU of destination is given the discretion whether or not to require updated Rapid Antigen negative test result.
  • Partially vaccinated or unvaccinated tourists may be allowed entry provided that they present updated RT-PCR negative test result valid within 72 hours from the date of issuance and with conformity of the LGU of destination.
  • All tourists, including family, company or van for hire drivers, must have a confirmed booking in a DOT-accredited accommodation facility prior to approval of their tour application.
  • All tourists may only be allowed entry at Canili Provincial Control Point in Brgy. San Juan, Maria Aurora; Brgy. Calaocan Provincial Control Point in Dipaculao or Tanauan Control Point in Dingalan.
  • For Travel Agencies and Tour Operators bringing inbound tourists, they need to present a DOT accreditation prior to approval of tours.

Aurora Procedures and Requirements on Accepting Tourists


  • Apply online by using S-PaSS and submit the necessary documents as required by the LGU of destination. The Municipal Tourism Officer shall review and approve all tour applications subject to compliance of all entry requirements.
  • Municipal border entry requirements for tourists shall be set by the concerned LGU. Requirements for entry of tourists at the Provincial Control Points (PCPs) shall be the following:
    • S-PaSS approved tour application and/or QR code issued by the LGU of destination
    • Valid ID
    • Vaccination Certificate (downloadable at vaxcert.doh.gov.ph) or updated RT-PCR negative test result for partially and unvaccinated individuals; and,
    • Booking confirmation in a DOT-Accredited Accommodation Establishment

    AMENDING EXECUTIVE ORDER NO. 2021-0024 SERIES OF 2021, PROVIDING NEW GUIDELINES AND POLICIES FOR THE OPENING OF THE PROVINCE OF AURORA TO TOURISTS FROM AREAS CLASSIFIED UNDER ALERT LEVELS 1 AND 2, MODIFIED GENERAL COMMUNITY QUARANTINE (MGCQ), AND GENERAL COMMUNITY QUARANTINE (GCQ) WITHOUT HEIGHTENED RESTRICTIONS

    WHEREAS, Executive Order No. 2021-0024, series of 2021, issued by the Provincial Governor, provided guidelines and policies for the opening of the Province of Aurora to tourists from areas classified under General Community Quarantine (GCQ) Without Heightened Restrictions and Modified General Community Quarantine” on 16 July 2021;

    WHEREAS, the pilot implementation of Alert Levels System was implemented in Metro Manila in place of community quarantine classifications and was subsequently expanded to selected provinces, cities, and municipalities effective November 1-14, 2021;

    WHEREAS, the Province of Aurora was among the provinces included in the expansion of pilot Alert Levels System (Phase 1) and was placed under Alert Level 4;

    WHEREAS, on November 6, 2021, the Department of Tourism issued Advisory No. 16 s. 2021 prescribing the operational guidelines on tourism-related activities for the implementation of the Alert Levels System for Covid-19 response in pilot areas;

    WHEREAS, the national IATF, through Resolution No. 148-F dated November 13, 2021 placed the Province of Aurora under Alert Level 2 effective November 15, 2021;

    WHEREAS, in compliance with the operational guidelines for intrazonal and interzonal leisure travels, there is a need to amend Executive Order No. 2021-0024 series of 2021 to provide new guidelines for the opening of the Province of Aurora to domestic and foreign tourists help revive the tourism industry and recover from the slump caused by the pandemic while at the same time ensure the safety and health of the people of Aurora through the strict observance and implementation of minimum public health standards;

    NOW, THEREFORE, I, GERARDO A. NOVERAS, Governor of the Province of Aurora, by virtue of the powers vested in me by law, do hereby order the following:

    SECTION 1. Opening of the Province of Aurora to Tourists. Tourists coming from areas classified under Alert Levels 1 and 2, General Community Quarantine (GCQ) without heightened restriction, and Modified General Community Quarantine (MGCQ)
