BACOLOD CITY AND NEGROS OCCIDENTAL TRAVEL REQUIREMENTS

Traveling to Bacolod City and Negros Occidental this 2022? Here are the latest Bacolod City travel requirements, entry protocols, and travel guidelines for travelers going to Negros Occidental!


Known as the "City of Smiles" because of its colorful Masskara Festival, Bacolod City is one of the top tourist destinations in the Philippines. Currently, the entire Province of Negros Occidental is under Alert Level 2 from February 1-15, 2022, while Bacolod City is under Alert Level 3, also from Februart 1-15, 2022. If you are planning a trip to Bacolod and Negros Occidental, here are the entry protocols and travel requirements for fully-vaccinated, partially-vaccinated and unvaccinated individuals.

Bacolod Travel Requirements (January 2022)


The following protocols shall be observed in Bacolod City under the extended nationwide Alert Level 2. Intrazonal and interzonal travel into and out of Bacolod City shall be allowed subject to the presentation of:

FULLY VACCINATED INDIVIDUALS


UNVACCINATED AND PARTIALLY VACCINATED INDIVIDUALS

  • Valid ID
  • Negative RT-PCR Test Result obtained within seventy-two (72) hours. Click here to know where to get Affordable RT-PCR Test from DOH-Accredited clinics.
  • The City of Bacolod will be allowing the entry of unvaccinated minors 12 years old and below and travelling with their parents or legal guardian. They need only to present a valid birth certificate.


Negros Occidental Travel Requirements (January 2022)


Intrazonal and Interzonal travel for all ages and for any purpose, including leisure, shall be allowed. However, travel to and from areas classified under Alert Level 3 and 4 shall be restricted and discouraged.

FULLY VACCINATED INDIVIDUALS

  • S-PASS; and
  • Vaccination Card/Certificate – Any of the following vaccination cards or certificates shall be honored by the Province of Negros Occidental:

UNVACCINATED AND PARTIALLY VACCINATED INDIVIDUALS

  • S-PASS

Bacolod Travel Requirements (November 2021)


ALL travelers to Bacolod City, whether fully vaccinated or unvaccinated, must present the following documents upon arrival at the Bacolod Travel Protocol Desk at the Bacolod-Silay Airport. This also applies for those coming from Panay Island and Guimaras.

FOR FULLY VACCINATED TRAVELERS


Fully-vaccinated individuals traveling to Bacolod City are no longer required to present a negative RT-PCR test result. Aside from the Bacolod Travel Requirements listed above, fully-vaccinated travelers must submit:
  • COVID-19 vaccination card or certificate duly issued by a legitimate vaccinating establishment/authority whether local or foreign. Click here to know how to download a Vaccine Certificate from VaxCertPH.
  • An individual is considered fully vaccinated if it has been at least two (2) weeks since the last required dose and if the vaccine administered is included in the Emergency Use Authorization (EUA) or Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration or the Emergency Use Listing of the World Health Organization (WHO).

FOR PARTIALLY-VACCINATED & UNVACCINATED TRAVELERS


Individual who are not vaccinated against COVID-19 or those who do not strictly comply with the definition of a fully vaccinated individual shall still be required to present:
  • Negative RT-PCR test result obtained within 72 hours prior to arrival in Bacolod City. Click here to know where to get Affordable RT-PCR Test from DOH-Accredited clinics.
  • Safe, Swift, and Smart Passage (S-PaSS) Permit – Inbound passengers shall secure an electronic or printed copy of the Approved Travel Coordination Permit (TCP) issued by the S-PaSS travel management system.
  • StaySafe.ph Application – Inbound passengers shall show proof that they have downloaded and registered with the SatySafe.ph application for contact tracing.


Bacolod Travel Requirements for LSI, APOR, ROF and Returning Residents


For Locally Stranded Individuals (LSI) / Returning Residents, Returning Overseas Filipinos (ROF) and Authorized Persons Outside Residence (APOR) from the Private Sector, you need to submit the following:

  • Negative RT-PCR (swab) test result from a DOH-accredited molecular laboratory, or negative Saliva RT-PCR test result from Philippine Red Cross only, taken within seventy-two (72) hours before arrival in Bacolod City.   • Approved Travel Coordination Permit (TCP) issued by S-PaSS. Note that lead time for processing is three (3) days upon submission of requests and requirements.
  • BaCTrac Registration.
  • Health Declaration Form.
  • Valid ID.

Negros Occidental Travel Requirements (November 2021)


FULLY VACCINATED INDIVIDUALS


  • The following documents shall be sufficient alternatives to any testing requirement before travel or upon arrival, which the local government and of destination may require:
    • COVID-19 Domestic Vaccination Card duly issued by a legitimate vaccinating establishment, or
    • Certificate of Quarantine Completion showing the holder’s vaccination status as may be issued by the BOQ.
  • The inbound traveler shall undergo health and exposure screening upon arrival in the local government unit of destination. This shall likewise apply to fully vaccinated senior citizens.

UNVACCINATED AND PARTIALLY VACCINATED INDIVIDUALS


  • Travel to the Province of Negros Occidental shall be subject to the following documents:
    • Safe, Swift, and Smart Passage (S-PaSS) Permit – Inbound passengers shall secure an electronic or printed copy of the Approved Travel Coordination Permit issued by the S-PaSS travel management system.
    • StaySafe.ph Application – Inbound passengers shall show proof that they have downloaded and registered with the SatySafe.ph application for contact tracing.
